8/28/14 – Keystone Hires New Project Manager

Keystone is pleased to announce that Peter F. Messmer has joined the firm as a Project Manager in the Asphalt Maintenance and Management Department. His duties will include providing Pavement Design and Management Services for Municipal Highway Agencies and private property owners and managers responsible for roads, parking lots, and other pavement facilities. Mr. Messmer’s services will include the design and specification of ‘green’ recycled pavement using valuable pavement materials already in place. Mr. Messmer will also serve as a sales representative to municipalities and the private sector for a complete range of civil engineering services offered by Keystone.

Mr. Messmer has over 31 years of experience in civil engineering and related disciplines. This experience includes pavement management consulting for numerous municipalities across New York State and New England; highway structural and geometric design; pavement materials testing and laboratory management; highway materials research; writing specifications for highway construction materials and services; management of asphalt emulsion production; trouble-shooting pavement problems and road construction quality control; asphalt emulsion plant operating and systems control equipment and components; capital project planning for asphalt plant upgrades and infrastructure projects; site development for building additions; NYS DEC Spill Prevention and Pollution Control Plans; SEQR Long and Short Forms; NYS Ag and Markets Plant Inspection Compliance; and management of complex County, Federal Aid and ARRA funded multi-million dollar road and bridge projects.

Mr. Messmer holds a Bachelor of Science in Civil and Environmental Engineering from Cornell University in Ithaca, New York and is also a certified OSHA Plant Safety Officer.
