The USEPA manages Polychlorinated Biphenyls (PCB’s) under the Toxic Substance Control Act (TSCA) and 40 CFR 761. Although the TSCA in 1979 prohibits the manufacture, processing use and distribution in commerce of PCB’s, there are still a wide variety of PCB containing materials and equipment still in use. Today, PCB’s can still be released into the environment from poorly maintained waste sites, illegal/improper dumping, leaks and releases from electrical transformers and burning of some wastes in municipal and industrial incinerators.
